Hello Jim; In Book One SS, we learn from Mr Ollivander himself "...The wand chooses the wizard, remember...I think we must expect great things from you Mr Potter..." (SS:P85USA version), however, we all learn at the end of this same book that:
"we need a little change of decorations." *He (Dumbledore) clapped his hands. In an instant, the green hangings became scarlet and the silver became gold, the huge Slytherin serpent vanished and a towering Gryffindor lion took its place.* (SS p 306 USA Version)
This leads me to believe that a wizard can also perform magic with its hands; I believe that the magic that is to be performed, may depend on the grade or level of expertise of the wizard.
This is my two cents to your observation.
