Then again, maybe house-elves did that? Or the decorations themselves 
are magical and change automatically to apply the best score but only 
check by clapping hands... And, of course, it could be Dumbledore...
 
However, a jinx requires eye-contact... and probably _can_ be done by 
merely uttering 'impedimenta' or whatever.

Then there are potions that definitely require no wand. It might be 
that Snape has privately taught Hagrid to do potions which would be 
one reason why Hagrid defended Snape to the extent of not listening 
to Harry. (The other being that the 'Great man' trusts him...)

Then there's 'ancient magic' - which could simply mean magic-before-
invention of wand that Dumbledore knows of. Harry's protection while 
in his relations' care is ancient magic (therefore it's not a charm) -
mother's sacrificial love saving Harry is another -  life-debt yet 
one more...
