Now me:
I do think a confundus (a.k.a. confusing) charm can confuse 
people/objects into believing one thing over another.... You are 
correct in saying that the Goblet of Fire was confunded into 
believing that there were 4 schools competing.  Also, another 
instance where the confundus charm is mentioned is in PoA when Snape 
is telling Fudge that Sirius had Harry, Ron, & Hermione confunded 
into believing that he was innocent; Peter was alive, etc.  I do 
believe these are lead-ins to a larger role for the confundus charm 
in the future.
