No, indeed, Sirius won't turn up at 4 Privet Drive.  He'll be waiting 
for Harry at Mrs. Figg's.  I'm betting that she is indeed the 
Arabella Figg of "the old crowd" that Sirius has to alert. So, after 
they have a long natter about the good, old days, and Sirius clues 
her in to what's happening, she will contrive a way for Harry to come 
over, perhaps asking Vernon to lend her his nephew for some dirty, 
menial task that will give Vernon great pleasure in assigning to 
Harry.

Harry and Sirius will have a long talk, Harry will be able to admit 
to someone his feelings of guilt about Cedric's death.  Sirius can 
relate to feeling this particular kind of guilt, and  he offers a 
shoulder to cry on and some solid godfatherly advice.  

As to who the whisker will be (sounds like a job for Crookshanks), we 
haven't had a bad guy whisker yet, so maybe it's time.  Instead of 
waiting for a Voldemort confrontation towards the end of the book, 
what if this one starts out with one? Or a near miss?  That person we 
think is Aunt Marge come to take Harry to clean out Marge's dog 
kennels, is really a polyjuiced Lucius Malfoy who is seeking to whisk 
Harry off to Voldy's hiding place...

Marianne, who rather likes the picture in her mind of an over-large, 
cross-dressing Daddy Malfoy...
