Basically I'd agree. However, consider the House Cup and Quidditch. The average
student finishes the years with a positive amount of points for his house. If we assume
Hufflepuff and Ravenclaw to be about double the size of Gryffindor and Slytherin, the
latter two should stand no chance - at least before Harry 'Me and my sidekicks save the
day which will get us enough points' Potter showed up. Even Snape can't take that
many points from them.
It's similar for Quidditch, with double the number of possible players to draw from, R
and H should have stronger teams on average.
If not for that, I'd go with the 40/40/20/20 approach.
