There are any number of "real life reasons" why Snape's hair could be a 
particular consistency, including genetics or diet.

I think the real message we're supposed to get from it is that Snape has 
"let himself go" - I think he's got a very dark history, and one of my 
theories is that he *can't* leave Hogwarts without exposing himself to 
terrible danger - that he's there, stuck in the Potions job and more or less 
living in his dungeons, because that's where he's safe.

Think about it:  he's never in Hogsmeade.  He's never down in Diagon Alley.
