Well, Voldemort attacked the Potters when Harry was fifteen months old,
and he'd been "in power" for eleven years by then. As far as I could
tell, his defeat came out of the blue, so it's reasonable to assume that
if he wasn't exactly losing the battle at this point. How was he doing
fifteen months earlier? Or twenty four? Hard to say, but I'm pretty sure
he was closer to the top than the bottom of his powers.

Well... He'd been terrorizing wizards for about nine years by then. If
anything, it should have affected the years above Harry worse, I think.
Dennis Creevey should represent the baby-boomers, though.
