I think it is perhaps more likely that if there is a parallel, it is with 
King Herod ordering the murder of all the children of two years old or 
younger, in the area of Bethlehem, in an attempt to kill the infant Jesus.

Although I suspect that if Voldemort had committed widespread infanticide in 
the Wizarding World, this would have been remembered, right up there with 
the Longbottom tortures, and anyone who helped him would have been tried and 
sent to Azkaban (and their trials would have been mentioned during Harry's 
Pensieve experience).
