And also in the same chapter:

"As far as I know, Snape was never even accused of being a Death 
Eater."

Now we know, from the Pensieve scene, that Snape had, in fact, been 
accused, and required Dumbledore's testimony to get him off, but it 
can't have been common knowledge.  Sirius had no idea, even though 
he'd spent twelve years in close proximity to various raving DEs, 
and even though he's made a concerted effort to become as well-
informed as possible after he got out.  Sirius also didn't know that 
DEs have a distinguishing magical mark on their arm, so that 
couldn't have been common knowledge either, and Fudge certainly 
seems to act as if it was news to him.
