This is not secret information at all. Please note that when
Snape showed the mark, nobody was surprised he had it. The
only thing the imbaccile Fudge was bothered about was the fact
that it was all of a shudden so prominent which was a
contridiction to his attempts to pretend that Voldemort wasn't
back. If the fact that his teacher was once a DE was supposed
to be a surprise to Dumbledore then he WOULD have acted
surprised at this revalation. He didn't react strongly at all which
means he wasn't pretending ignorance of this fact. <<
Where do you find it established, outside the Pensieve, that
people knew Snape was a follower of Voldemort?
Sirius says

It was announced at Karkaroff's trial, but the gist of my post was
that the trial was secret and those present were prevented from
talking about it--perhaps even memory charmed. Sirius doesn't
know about Snape. He can't look surprised when Snape reveals
the mark because he's in Dog form. As for the others present, I
think that they probably were surprised, but Harry didn't take note
of their reactions--he was watching Fudge.
I would say Fudge reacts the way he does because he doesn't
recognize the significance of the brand on Snape's arm.
Obviously he knows the Skull and Serpent is the token of
Voldemort, but he doesn't know that it was used to mark the
members of Voldemort's inner circle. If that was common
knowledge, Snape wouldn't have needed to explain what it was,
and how it was used.
I don't think Fudge had any idea what Snape was talking about.
He couldn't take it in. Otherwise Fudge would have wanted to
know whether Barty Crouch Jr had a Dark Mark, too, and they
could have gone to see, assuming it doesn't disappear when
your soul is sucked out.

Well, I wouldn't say that Snape's animosity is a total act either.
But the reason Harry's scar burns that first time is that he's
looking at the back of Quirrell's head. It's Voldemort's animosity
that triggers the scar. Other Death Eaters, even Crouch!Moody,
don't set it off. The pain in Harry's scar grows less from the time
he leaves Voldemort's presence in GoF, and doesn't get worse
even when Crouch!Moody is about to kill him.
