This is called a 'flint'. It means a mistake in the book. I am told
that in later editions, Marcus Flint has been shifted down to a 5th
years of that he fits in the story properly. He doesn't have to repeat
a year. It's a mistake.

Bboy_mn:

And that is exactly why I framed my 'universities' the way I did. My
universities are not an entity, remember... no campuses, no classrooms
and no names, they are a function in wizard's society. I'm defining a
function equivalent to universities. A means by which people can get
academic accreditation without actual universities.

I have a way of having the function of universities without actually
having universities. So I'm not in conflict with interview as canon,
and at the same time I create a means of becoming an accredited Professor.

All things to all people.
