One could also reasonably ask, "Who in their right mind become a 
double-agent and spy on a guy like Voldemort? That is suicidal."  
The answer in both cases is, "An extremely brave guy with a strong 
sense of duty.  And bad hair." :-)

And Arthur Weasley mentions the existence of a Committee of 
Experimental Charms (GoF, Chapter 7), so presumably someone must be 
out there experimenting.
