I wish there was a way to go back and edit posts, I just realized I
got carried away rambling about my theories and forgot to address part
of what you said.
Other countries-
It's entirely possible the other countries DO have actual colleges and
universities of wizardry, although I suspect they still have Guilds
and Private accreditation.
JKR has said there are no formal higher educational institution in her
world of UK wizards, but she made no comments about the rest of the world.
Some of us suspect that she said that, so we wouldn't get out hopes up
expecting to see 4 to 6 more books while Harry/Ron/Hermione go to the
wizard's university.
