I think that you are still trapped in the public school frame of mind.
There are no schools. It's all done privately. There are committees
and 'Masters' organiztion who review candidated and decide if they are
worthy of certification. 

So Charlie (not Bill, Bill works for the Bank) works at the
'International Wizard's Dragon Research Center - Romania' (there may
be others not in Romania) which is a private organization, although it
could very easily get international 'public' funding. 

So he could earn the title of 'Dragon Handler', or 'Dragon Research
Specialist', or the highest title 'Dragon Master', but, since it's all
private, the value of those titles are only as good as the reputation
of the organization that gives them. I suspect the Romanian Research
Center is one of the largest and most respected, so 'Dragon Master'
from them carries a lot of weight.

This situation is sort of a blend of academic research and
non-academic practical application/apprenticeship. Formal research,
experiments, documentation, publishing papers for academic review,
etc..., and practical application and experience under the supervision
of more experienced Dragon Masters. 

Despite using the term 'university', there really are no universities.
There are just private committees and 'Masters' organization that can
accredit you.

The Guild concept by Catlady was started in the Middle Ages for the
very purpose were are describing here. I have simple expanded and
slightly modernized that concept to include academics as well as
trades and crafts. An academic accreditation would come from, for
example, the Academic Review Committee of the International Fraternal
Order Of Wizard's, and a trade/craft accreditation might come from the
 International Fraternal Order of Master Wandmakers. Either way, it is
done by a private organization and not a public educational institution.

JKR has flatly said there are no universities, so I've created a model
that serves that purpose while stay consistent with the wizard world
we see in the books.

Of course, this is all speculation, but it's the only way I can think
of to have the function of higher education without actually having
higher educational institutions.
