ME:
The position certainly isn't limited to candidates inside the
Ministry. In SS-CHP 5, Hagrid says "They wanted Dumbledore fer
Minister, o'course, but he'd never leave Hogwarts, so old Cornelius
Fudge got the job." Because, of this I assume the general public
also do not vote for MoM. But your question of how the heck Fudge
got the job in the first place is a question I ponder as well.
What happened to the old MOM in the first place? The 2nd most
qualified person for the job after Dumbledore, (Crouch) ruffled too
many feathers (plus that little Crouch Jr. thing, of course) and was
not only yanked out of his current position but shuffled sideways
into Intl. Magical Co-operation. And somehow a lowly member of the
Dept. of Magical Catastrophes (not even the HEAD of his own Dept.)
gets the job? Sure he did catch THE most wanted to criminal of the
time (and in less than 24 hours to boot)...but, that's all the more
reason to keep him where he's at, if you ask me. Maybe promoted to
Minister of Magical Catastrophes at most. And being the bungler that
we know him to be, it's amazing he had such 'luck' in finding Sirius
in the first place, isn't it? Evil!Fudge I tell ya! Evil!
