It's all about Public Relations, I think. Dumbledore has many
supporters (though NOT a universal approval), a powerful, trusted
wizard with loads of titles and experience as a leader (war-general
and Hogwarts at least). The former MOM - well, I guess he was killed
or supported Voldemort (so none would want him to lead).
Crouch, then - the tireless DE hunter. That brought him the
popularity - but when his son was found to be a DE he was in a no-win
situation considering Public Opinion.
Fudge-- probably only one without any wrong-doing history (at least,
not as far as any wizard knew)? Excellent grades at Hogwarts, no
doubt... promise to trust Dumbledore's advice? We'll see what happens
now that he and Dumbledore have broken up... Once it becomes clear
that Voldemort is back, Fudge will lose his place for his lack of
action and what ever.
If Sirius' reputation is cleared -- well, he himself might gain that
particular position...
Oh and what do this people in Ministry of Magic do except compose
rules for wizards, while somewhat excluding themselves from obeying
them? Such as owning flying cars? Even though Arthur Weasley was
fined and lost the Ford Anglia, there's still all the Ministry Cars.
And with Barty Crouch Sr. authorising Aurors to use Unforgivables?
Unforgivable should mean just that, Auror or not. (Really, you do not
need AK-curse to kill someone, torturing is totally unnecessary and I
don't think Imperius will ever be needed either). It seems also that
while they make new rules, they never cancel the old ones (so that
the bureaucracy is _really_ messy), and keep trying to make up new
regulations (even for Cauldron Bottoms)...
