Oooh!  I kind of like this!

Now that you mention it, there's some foreshadowing for this in 
GoF.  Dumbledore gives this big speech accusing Fudge of being 
blinded and challenging him to take charge.  And what does Fudge say?

"*Insane,*" whispered Fudge, still backing away.  "*Mad* . . . "

McGonagall gets in on it, too:  "These deaths were not the random 
work of a *lunatic.!*"  Fudge uses the "lunatic" two other times in 
that chapter. 

Crouch Jr.'s "insane smile" is described.  Crouch Jr. delivers the 
famous line, "Mad, am I?  We'll see!  We'll see who's mad . . ."

The Longbottoms are "insane."  

Heck, that's an awful lot of insanity popping up in just a few short 
chapters.  Yessirree!  Sign me up, Eileen!  A new theme -- insanity, 
curable only at St. Mungo's.
