I also like this theory.  My call is that the Dursleys send Harry 
there.  Harry's magical protection probably has something to do with 
the Dursleys' willing (or unwitting) cooperation.  However, if Vernon 
wants to impress a rich client from Grunnings (like an elusive client 
named Mr. Malfoy) who recommends St. Mungos as the place to send 
their "troubled" nephew, they may do that.  I am also guessing that 
this is how we meet Arabella Figg.  She always knows pretty quickly 
what trouble Harry is in and will have to jump to his aid very 
quickly.  Once at St. Mungos we can see what the real state of the 
Longbottoms is and maybe Neville will have the chance to save him.

Well, though it is foreshadowed some at the end of GoF, I'm not sure 
if info from JKR makes this as possible as Eileen thinks, but I sure 
think that this story line would make for an excellent read.
