I don't have GoF handy right now, but I thought that Voldemort said 
that Quirrel brought him back, but that he didn't posess him right 
away.  I think that it was after Quirrel failed to get the stone.  As 
far as whether or not Quirrel wanted Voldemort to posess him, I'm not 
sure, but I got the impression that he does willingly bring him back 
from Albania. (Voldie says something about how easy Quirrel was to 
convince about things.) I could be wrong, but this is how I 
interpreted things.
