Okay, let's expand on the "greater and more terrible than he ever was 
(NOT 'than ever before' dangit!)" part of the prediction. This means 
that within less than four years (I mean, Voldemort will NOT win in 
the 7th book, face it) he will become "greater and more terrible" 
than he became over the course of eleven hellish years.

This means getting rid of a major obstacle.

If you still don't follow me, what was the biggest roadblock to 
Voldemort's victory over the eleven years (as opposed to within a few 
minutes on October 31st, 1981)?

Actually, one of them is already gone (Crouch); however, Percy seems 
an apt replacement due to his ambition (shudder).

Figure it out. Not a pretty picture, eh?
