I think that other wizards can "feel" the presence of another wizard
around, because of the magic. Just in GoF, Harry felt the presence of
another "magical person" several times. Like in the woods, after the
Dark Mark is casted, Harry felt the presence of Bartemius Crouch Jr.
Even when Barty is under an invisibility cloak (athough harry doesn't
know its Barty at the time, and ignores his feelings/instinct). And
again, near the end of GoF, when Dumbledore blasted Barty Jr, Harry
can feel the eminating power of Dumbledore.
So perhaps wizards can feel the magic of another wizard, and thus know
the other is a muggle/squib by having a "sixth sense" in discerning magic.
