I think not - or they'd catch Sirius Black by sending him owls, but 
that has NOT happened. But we do know that owls can and do find 
wizards without address - so it's not too far-fetched for them to 
find a wizard without a name...

They *can't* follow them. Owls fly, go to forests, meet other owls, 
go to Muggle-territory, hunt...

No - but the letter was just a letter! The Owl tried to deliver it to 
a _Mason_. It flew past Harry - nowhere near him. Who ever wrote the 
letter *assumed* the magic-user was Harry, but *intended* the letter 
to the one who truly had used magic in that particular house.
