I think you've hit the nail on the head here. Dudley's weight is just 
another sign of how Vernon and Petunia overindulge him. Just like the 
presents, more is never enough its just, more. Whatever makes Dudley happy. 
So along with Dudley himself, they've let his weight and consequently his 
health get out of control. As one show put it, "They're loving him to 
death."

This only goes for Dudley's case specifically though. Like most people I'm 
glad that there are other characters like Madame Maxime, Neville, and the 
Friar (being the ghost representative of larger characters ^^) that are more 
positive characters. It would really bother me if only Dudley, Vernon, and 
Marge were large, over weight, whatever.
