Now that is to the point, as the options only heed to a lesser 
potion. The lesser ones are, I believe, earlier invention - the 
prototype - first computers didn't do much but flash lights. However, 
the potion allowing a refusal... so that i.e. Secret Keeper is able 
to Keep the Secret, but still testify under Truth Potion.

Also, the strongest Veritaserum may have the side-effect Neville 
suffers after being questioned about his parents (but he didn't *see* 
anyone, because he covered his eyes in fright). Afterwards, Ministry 
gave strict regulations that one doesn't give that strong Veritaserum 
to a minor...
