And - even if Dumbledore was allowed a short, escorted visit...
Just look at Sirius' first reaction in Shrieking Shack:
"I killed James and Lily. I betrayed them" (due to persuading James
to trust on Wormtail as Secret Keeper and Sirius' trickery that
Wormtail won't be even questioned, more on Sirius' trick, I'm sure).
It took Lupin - who knew the truth already, to persuade Sirius to
tell the whole story. "They need to understand".
With this, I don't think it would have helped Sirius much if
Dumbledore had visited him - not with Sirius feeling guilty of that
trick of his with the Fidelius Charm. "Bad luck to play on wits on a
charm supposed to require absolute trust on the Secret Keeper" as
Trelawney (based on Spirits or whatever) might say.
They did allow Pettigrew to explain himself - out of principle.
Pettigrew says:
"He would've killed me! What.. what was there to gain by opposing
him?"
Sirius, however, considers that he should have died rather than
betray his friends "just as we would have done for you".
Sirius is and was a *dog*, ready to put up with any amount of misery,
danger or even to give his own life for his "pack" - which did
include Prongs, Prongs' mate Lily, the offspring Harry, Wormtail and
Moony. He also expects other pack-members to do the same. Now,
Wormtail is Traitor and thus threat to the pack. His life is spared,
but he is intended for justice... only that he escapes to bring
Voldemort back... even with his own flesh!
