I don't think they'd actually be recruited until after Hogwarts.  However, I do
think that Voldemort may have different plans for Draco, since Lucius seems to
be so favored.  The Death Eaters' kids may not be actively recruited or marked
while in school, but they will probably be treated like "pledges" or junior
members in their sixth and especially seventh years, so they'll know what's
expected of them in the near future.  Strike a little fear in their hearts, make
sure they toe the line, and don't let them get any ideas.  Of course, don't
actually let them in on everything they'll be expected to do - play up the
positive, tradition-minded and "glamourous" aspects, (superiority of purebloods,
enjoying any privilges) and glossing over the unpleasant ones, (grovelling,
boot-licking, and enduring Crucio).  Not necessarily a formal group called
"Junior Death Eaters" of course.
 
I don't think they'd be privy to any important information, unless he wanted to
use them in an assault on Hogwarts from the inside out.  I do think that Draco's
going to find out something really nasty he can't deal with, probably by
accident, and end up ruining things for Voldemort.  I don't really hold with
Redeemed!Draco, but more like UnwillingToPutUpWithVoldemortsCrap!Draco.
