I'm not sure about Julie, but when I coined the phrase "junior Death 
Eater," what I meant was that Draco is a poser.  A wannabe.  You're 
right about the fact that there is no canon evidence available right 
now to suggest that students take active (or even passive) roles in 
Death Eater affairs--but Draco is so sure of his future membership 
("You've picked the losing side, Potter!") that I personally can't 
help but wonder what would happen if the DE's don't induct him.  He 
doesn't exactly have a Plan B, does he?

He's so gung-ho that I read him as being almost certain to fail.  
For this reason, I pity him.  Perhaps in time the Trio will pity him 
too--and Draco much rather have their wrath than their pity, IMHO.
