Apologies, all--I haven't really been following this thread (okay, not 
at all, been busy and mass-deleting unread), so I'm sorry if I repeat 
this.

It's been a while since I threw my PPT out (Personal Portkey Theory), 
so here:
I think there is a basic spell that enchants the object with the 
ability to transport, and one part of the basic spell is that a 
"trigger" must be specified. Also, perhaps, one-way or round-trip.

The World Cup portkeys have a time trigger and are one-way. The 
Triwizard Cup portkey had a touch trigger and was round-trip.

Anyway. Sorry if I rehashed by accident.
