I think it's a matter of a hell of a lot more than that, with Ron
and Draco. Ron has done a number of admirable, even heroic things
during the course of the books. We've seen him do these things. We
have never seen Draco do anything admirable. Ron has been stupid
and insensitive on occasion, and has lashed out in anger, but he has
never deliberately, with advance planning, attempted to cause harm.
Draco has. They are not morally equivalent, and there is nothing
unfair or irrational about liking one and not the other.

Then again, I don't think there's anything unfair or irrational
about liking Snape over Sirius, or vice versa, even though I like
them both. There are certain similarities between their characters,
yes, but there are also vast differences. More than enough,
certainly, to lay the foundation for forming very different opinions
about them.
