And I have to correct myself. Harry has the watch since CoS, so 
there's no way Sirius could have given it to him. He didn't have one 
in PS/SS, so he probably got it between first and second year.

Possibly, yes. Where I live, completely mechanical watches are 
neither popular nor cheap. Not the kind of thing a teenager would 
have, or the kind of thing a local version of the Dursleys would let 
Harry have if they dislike him so much -- unless the watch was 
broken, and fixing a mechanical wristwatch is no small task without 
proper tools, a lot harder than fixing an alarm clock. And I would 
imagine that, seeing the watch working again, the Dursleys would have 
confiscated it back. (Unless the Dursleys are okay with wasting money 
away, to the point of giving up a good mechanical watch just because 
of a small dent on the face. Dudley could have done something like 
that.)

But if that kind of watch is indeed cheap and easy to find in 
England, that could explain it (and me not being British would 
explain why I didn't consider it a possibility).
