I've always assumed that "Perce" is a one-syllable nickname 
(pronounced like "purse") for the two-syllable name Percy (pronounced 
like "purse-see"). I didn't make any study of it, but I had a vague 
impression that Bill calls him "Perce" and everyone else calls him 
"Percy", indicating that Bill gets along with Percy and feels 
brotherly affection for him, while all the other siblings feel cold 
about him.
