I believe this was intended to be a nickname (like Ron for Ronald, but
used less frequently). (Incidentally, it would be pronounced like "purse"
in that case, not "per-see".)  I don't recall it ever being used when it
*wasn't* a family member speaking to him -- Ron's the one I usually recall
using it.  It's just meant to show a familiar relationship.
