The more you think about it, the more sympathy you've got to feel for Argus
Filch, trying to do the caretaking work (even though the house elves would
do most of the hard stuff). There must be an _enormous_ number of spells
needed to keep it running (think about the one that would be needed to
de-nastify the amount of sewage produced by the number of people there for
example) which given that his magical abilities are limited at best, must be
really difficult.

Nor surprising he's so bad tempered!
