I think that she did care for her sister, a little. This could be part of *why* the Dursley's hate wizards so much - they killed her sister. Looking at it from that POV, you can understand her reluctance to get her family involved with wizarding. Vernon refers to it as "dangerous". 

Petunia can't even say James name, it's all she could do to spit out "that Potter". I think she doesn't blame Lily so much for being a witch as she does for marrying one. That was the mistake she made. When P says Lily "got herself blown up" that carries a little blame in it, eh? 

In regards to Harry, I think thier abuse of him started in a lame attempt to stiffle his magical ability..."for his own good". To them having a creative thought is wierd, so he is punsished constantly and severely. I think they want to bring him back into the muggle fold, but he can't, thankfully, behave like them. It's interpreted as willfull disobedience even if it's normal muggle childhood behaviour.
