Do you remember when Dumbledore left Harry on the Dursley's 
doorstep?  He left a letter with him as well:  

Quote:  "He laid Harry gently on the doorstep, took a letter out of 
his cloak, tucked it inside Harry's blankets, and then came back to 
the other two."  (SS, Chapter 1)

I personally am dying to know what Dumbledore put in that letter!  
Something tells me he may have threatened the Dursleys that if they 
didn't look after Harry (like throwing him out or abandoning him) 
that they would have to answer to him.  Now considering that 
Dumbledore is such a powerful wizard and someone to be reckoned with, 
if I were the Dursleys, I would listen - especially if I hate wizards 
and think they're dangerous anyway!  We know Dumbledore has some kind 
of ancient magic surrounding Harry at Privet Drive that is very 
powerful.  Perhaps the Dursleys themselves are part of that magic?

I just think that the Dursleys "let" Harry come back to Privet Drive 
because they *have* to.
