Voldemort is not an idiot. He:
A) Went to Hogwarts, so would be familiar with the non-apparation 
magics in effect there, and
B) Knows that the Triwizard Tournament is currently in progress, and 
therefore
C) Any Death Eater who occupies a prominent position either in the 
tournament or at the school can not simply up and vanish because of 
the Mark's burn. 
Me:  Well, I can't quite buy THAT particular argument because it certainly does not take long to simply walk off the Hogwart's grounds and unless you are actively engaged in something at that time, making at least an appearance wouldn't be that difficult on such a momentous occasion as Voldemart's "rebirth"!  Nor would it appear that suspicious since first, everyone's attention is riveted on the tournament and walking over to the town for a drink or to buy something wouldn't be cause for suspicion necessarily.  Particularly if the DE didn't stay long.  In the case of Bagman, yes that would have been a different story.  It IS possible for example that he was referring to Bagman instead of Snape but not likely at least in that it is Snape with the mark on his arm and seemingly not Bagman who seemed pretty much befuddled by it.  (And not smart enough I don't think to play the fool that well)  Huggs Becky
