  ME: Okay, this is a stretch...but could it be Barty Crouch Senior? Metaphorically, he could be considered to be chained these past 12 years...through guilt. Say he was a DE- he'd have to have sold his son to Azkaban to protect his own a**, plus let his wife die in there. There could be other motivations to keep Barty Jr. under the Imperious. 

  For the life of me I cannot find my copy of GOF, and I don't recall if they actually found Barty Senior's body. If they DID, well, forget what I just said. But if they didn't...if Barty Jr. and Barty Sr. were involved in a mutual conspiracy, Junior could have lied when he said he killed his father. Maybe Senior has set out to rejoin Voldemort; Junior's been kissed, so it can't be him.
