Sadly <weg> to the dismay of a good number of us Scots, I truly believe JKR 
is referring to Britain as a whole. Logically, the duration of the trip from 
London, platform 9and3/4, to Hogwarts, although not actually named in hours, 
but rather in shifts of skylines and light to dark, I have always assumed 
that Hogwarts was in Scotland.... (naturally that is where the best wizarding 
school in Britain would be located, she says with great haughtiness)

But, again, I am extremely BIASED! <winkwinknudgenudge>
