 Well, JK has scottish roots apparently, so it makes sense for her 
to feel that Hogwarts should be situated there. The landscape 
certainly suggest it's around there. Alnwick castle (Hogwarts film 
exterior) is of course in Nothumberland (which is in England, for 
foreign members).
 As far as defintions of "Britain" go, in the strict sense, that is 
the one which applies to acts of parliament, "Britain" or 
alternativley "great Britain" is Scotland, Wales and England. The 
United Kingdom is those countries plus Northern Ireland.
