Dumbledore offered to be the Secret Keeper rather
than Sirius because he suspected there was a spy close
to James. But there wasn't anything that said Dumbledore
cast the spell.
How I read it was that they had had a talk/meeting and
during that meeting who would be the Secret Keeper
was discussed. No clear idea of who was at the meeting
and it may have been just James and Dumbledore. The
last time Dumbledore was told anything Sirius was the
person who was going to be the Secret Keeper. Some
time after that Sirius persuaded James to use Peter
instead.
I suspect that the Fidelius charm is cast by the person
who needs to be hidden and the only people there are
the one(s) to be hidden and the Secret Keeper. That
way there are fewer people involved in the whole thing.
To me that makes more sense than having someone not
involved in the spell casting it. The fewer people involved
the better.
