Yeah, good question.  Probably buying their own cauldron is like paying a "lab fee."  It's possible that each students selects from a list of school-approved cauldrons, pays, and it is immediately shipped to Hogwarts for them, or each student actually carries their own cauldron to Hogwarts on their first day, and the house elves take them and set them up in the Potions lab.
