OOP: Perkins?

When Harry and company go to visit Arthur Weasley the first time at 
St. Mungo's, notice the, "very old, stooped wizard," who asked to see 
Broderick Bode?  If you go back to the beginning, at the Ministry 
before the hearing, Perkins is described as, "A stooped, timid-
looking old wizard..." Can they be the same?  And if so, why is 
Perkins checking in on poor old Bode?  Hmm...nasty things afoot...?
