Alternately, clearing the mind could be the first step and Harry never
mastered that well enough to continue to more effective techniques. I
can see clearing the mind as being reasonably effective in prevening
ones mind from being read, but less effective in preventing thoughts
from being introduced from outside.

It says he intimidates them. It's not that uncommon. Some students
do better with a teacher breathing down their necks, some do worse.
Which is not to say that Snape's habit of venting annoyance on his
students is a good tactic.

Although it is interesting to note that Snape stopped teaching Harry
not long after the MoM decree forbidding teachers to teach anything
not directly in their job description...
