To Umbridge, the MoM and Draco, Harry was taking Remedial Potions,
which would fall within Snape's legal purview, so "Snape was just
following the rules" doesn't seem like the answer.
And anyway, do you think D-Dore would have said, "Oh, well, the
Ministry has forbid you to teach Harry Occlumency, Severus? Never
mind, it wasn't that important anyway."
D-Dore himself says he was wrong to entrust the task to Snape. He
said he should have seen how much Snape's hate prevented him from
effectively teaching Harry.
Whether intentionally, because he's still working for V-Mort, or
unintentionally, because he's blinded by hate, Snape hurt the cause.
