I respectfully disagree,
We know Snape is a Potions Master. A Master would have to know by 
sight, feel, smell, and taste how a potion should be. I believe 
cooking and potion making would be very similar. 
  For example in making a cake, anyone can mix up a boxed cake but, 
by scratch it can be difficult if you have no EXPERENCE. If you 
don't whip the butter enough with the sugar the cake is heavy. How 
do you know you whipped enough? By color and consistancy. Experence 
is nessary. If you add the eggs too fast all the work of whipping it 
correctly is for nothing, you add the eggs slowly bit by bit. How do 
you know when to add them in? By how mixtures' consistancy and look.
If you knead bread dough properly you know the feel and bounce of a 
dough ready to bake. this is experence. If not properly knead the 
bread is flaky and it won't slice well. It all takes some talent.
  To be the best in the potions field I submit you you have to know 
at every stage how the potion should look, smell etc. then won't be 
a inferior prouduct. Would a Master risk his/her reputation with a 
poor product? Or worse poison or maime someone?Is that the work of a 
Master? He has a whole school to teach how to prepare a potion 
properly. Would you want it to come to your peers in the field  no 
student of yours can make a simple potion? The horror! To me a 
Master has to be type of higher degree in  education in the field, 
Potions. You must be competent, with experence and have some talent.
  A Potions Master Has to be somewhat creative. In cooking tonight 
perhaps I will add to my chicken Orange juice, Apple Vinagar And 
Brown Sugar. How will it come out? Who knows till I taste it. If I 
don't like it a will adjust the ingredents to my liking. To create a 
new potion one must know how ingredents react and adjust them as 
nessary. If it is done wrong at the least it won't work at the worst 
it will kill you.
  I Just think Snape doesn't like working with teenagers. He is 
stuck there at Hogwart and, is resentful of it, it shows in his 
teaching methods.(Or lack of). And surliness towards the children.
  If you don't have the experence you can't make a good potion. A 
discription/method in a book won't make the perfect potion.You need 
talent. Cooking doesn't always work step by step out of a book.Who's 
cake looks like the picture? If you have the knowledge and experence 
you  can make it look like the picture. That is talent.
