OOP: McGonagall and Muggle Clothing

What was McGonagall doing for the order that required her to wear a muggle 
dress???  When Harry was at OotP headquarters he saw her at the door dressed in 
one, but no further mention was made of it, nor any muggle-related plotline 
involving LV.  My only guess, and this after much thinking still doesn't have 
much behind it, is that perhaps she was on her way to/from Arabella Figg's house 
(though why then she wouldn't simply apparate into the house...).  Figgy did 
say she was going home to await further instructions when she brought Harry 
back to #4 after the dementor attack - is it possible she does more for the 
Order than just watch over Harry?  I'd say it has to be since she's part of the 
"old crowd", which I would have to figure was a reference to the original OotP, 
back when Harry wasn't living at Privet Drive.

Appears we'll be seeing more of Figg, but I can't even begin to think of what 
role she can play in this....

Any ideas?
