ME...
Well as to the magic being a running gag, I have seen a few
explinations of why Wizard folk don't fit very well in the Muggle
world.
First- Magic causes disterbances in the "electromagnetic field"
and therefore the operation of things like Computers, Cell Phones,
and other devices are disrupted.
Second- Wizards them selves are able to channel energies that
arn't very diffrent from the aforementioned EM Field, so they again
disrupt electrical equipment.
Third (and last)- When we do anything in our world we know
logically what is going to happen (cause and effect - action and
reaction) but with wizards they follow a diffrent logical model.
Intent is the most important action.

These explinations have been put forward, and if u thank in these
terms it isn't difficult to see that even living in close proximity
to muggles, wizarding folk would still see things in a totally
diffrent way from there Muggle neighbors.
