in terms of psychological deprivation, not in terms of magic.

Not saying I agree or disagree with this statement. I just think 
there is no non-movie canon to prove or disprove this. 

I think, a more accurate statement would be to say someone like 
Snape probably had neglectful/abusive caretakers, and could act as 
counterpoint to harry in that respect. Sirius, I dont know so much. 
I don't think he had a bad childhood in the same sense harry or 
snape might have had a bad childhood. He chose to turn away from his 
family and thus was disowned and kicked out (frankly, a good 
choice), but if he had been like his brother Regulus, i doubt he had 
neglectful or abusive parents. Just because they were evil does not 
imply that statement(or else we could make the same argument for 
draco). 

The reason Draco intrigues people (at least, this is why he 
intrigues me), is that he could be a good conterpoint for harry if 
we had information on him, whether he remains evil or not. Sure, 
snape was evil and turned to good is a counterpoint to Harry, but he 
is an adult. He is a counterpoint to Sirius or James. I feel there 
should be someone his age which has to make choices(for good or 
ill), but knows a morality system which is opposite to harry's (as 
opposed to being told of what adults have done in the past). His 
character is just too shallow at the moment, which I find 
disappointing, and I cannot make a judgement call on someone whom 
all I know about them is about 5 distinct lines of dialogue.  Wish 
there was more to go on.
