Underage Magic

I know this has been brought up before, but I have some questions 
about underage magic. In SS Aunt Petunia says that Lily transfigured 
things during the holidays, and Hermione also talks about practicing 
magic during holidays too. But it is made very clear else where that 
magic is illegal during the holidays for kids who are underage. So 
why is it that Lily and Hermione can do magic, but not Harry? I have 
a few ideas on this. First, it is possible that magic during the 
holidays wasn't illegal during Lily's school years. Secondly, it is 
possible that magic is allowed as long as it is for school purposes 
and it is comfined to a place where muggles will not see it. The 
first time Harry got cited was when Dobby did magic in the kitchen 
with muggles nearby and the second time was in a muggle neighborhood. 
Or it is possible that students can obtain permission from MOM to 
practice magic during the holidays for school purposes.
