Dumbledore has to consider wide range of factors when he decides who
the prefects will be; it's not just academic excellence. He might have
chosen Neville who certainly has good morals and would have enforced
the rules, and it may have given him a boost of confidence that would
help him excel.

Of the factors that swung the decision to Ron, It's availability more
than ability that was the deciding factor. Dumbledore said it himself,
that Harry had quite enough to be getting on with to have Prefect
heaped on top of that. So there are external forces that compromise
Harry's ability to do the job, and that swings the vote to Ron who is
not only able but available.
